AFSOUTH awards Brazilian FLO Meritorious Service Medal

Maj. Gen. David Mineau, Air Forces Southern commander, awarded Brazilian Air Force Col. Leonardo Macedo the Meritorious Service Medal for his work as a foreign liaison officer, September 4, 2025.  

“This medal goes far beyond simple protocol," said Macedo. “It represents friendship, cooperation and respect between our two great nations.”  

During the ceremony, Macedo also expressed gratitude to the members of AFSOUTH, noting that their support and collaboration made his time in Arizona both successful and meaningful.  

For the past year and a half, Macedo provided military advice to Gen. Mineau, guided communications and fostered cooperation between the Brazilian and United States air forces.  

Mineau said the Brazilian foreign liaison officer holds a special role at AFSOUTH as the relationship between Brazil and the United States is the oldest relationship between the U.S. and the Latin American air forces, dating back to combat operations in World War II.  

“We fought side-by-side in WWII and that’s what really cemented the relationships between our two air forces,” said Mineau. “There’s a connection between the Brazilian Air Force and the United States Air Force.”  

Mineau said that during Macedo’s tour, Macedo played a vital role in helping the U.S. reach huge milestones, such as operating the first MQ-9 Reaper unmanned aerial vehicle in South America. Macedo also laid the groundwork to strengthen operational capabilities and enhance interoperability between the U.S. and Brazilian Air Forces.  

“Your work and the foundations you set will carry on, so thank you, Leonardo,” said Mineau. “I wish you [and your family] great success as you head back to Brazil and take on your next role in the Brazilian air force.”
